Cynthia Smith, President of Horizon Engineering, took part in a Joint Delaware Valley ASHE/ PennDOT 6-0 Workshop. The workshop was attended by PennDOT staff and ASHE Delaware Valley Chapter members. The state of the District was discussed, including upcoming design and construction projects, and several new technologies in the highway industry. The Pennsylvania Department of Environmental Protection (PADEP) also made a presentation on new stormwater management regulations.

Horizon Engineering celebrates 10 years in business. We have demonstrated the ability to adjust to the changing market, and have sustained ourselves through a challenging business environment over the past few years. Horizon continues to provide quality engineering services to a wide range of private and public sector clients throughout eastern Pennsylvania.

Horizon Engineering has secured membership in the American Society of Highway Engineers (ASHE), Delaware Valley Chapter. ASHE is an organization that provides a forum for members and partners of the highway industry to promote a safe, efficient and sustainable highway system through education, innovation and fellowship.

Horizon Engineering has become a member in the Philadelphia Chapter of Women’s Transportation Seminar (WTS), an international organization dedicated to the professional advancement of women in transportation. WTS provides unprecedented access to the highest levels of the transportation industry (in fact, many WTS members are top leaders in the industry). Monthly programs facilitate member interaction with distinguished, thought-provoking speakers, and are an intimate opportunity to engage transportation leaders and other members in discussions about the most vital transportation issues of the day.

Horizon Engineering Associates has moved to 428 Main Street, Pennsburg, PA 18073. We have renovated a 1928 residence on Main Street in the heart of Pennsburg’s business district to a professional office, serving the needs of our employees and clients in a new, in-town setting. Horizon Engineering has received certification through the DBE Program office of the Southeastern Pennsylvania Transportation Authority (SEPTA) as a Disadvantaged Business Enterprise (DBE). The U.S. Department of Transportation's DBE program provides a vehicle for increasing the participation by DBEs in state and local procurement. DOT DBE regulations require state and local transportation agencies that receive DOT financial assistance, to establish goals for the participation of DBEs. The DBE Program ensures that small disadvantaged business enterprises can compete fairly for federally funded transportation-related projects and assists DBE firms in competing outside the DBE Program.

The Pennsylvania Department of General Services has recognized Horizon Engineering as a Woman-Owned Business Enterprise (WBE). Woman-Owned Business Enterprise (WBE) certification acts as a tool, enabling WBEs to more readily identify and use the state contracting opportunities available to small businesses.
