Principal, President
As President of Horizon Engineering, Cynthia D. Smith, P.E. is responsible for directing the day-to-day business and financial operations of the company, manages company resource allocation and provides technical oversight of all projects and problem solving. Ms. Smith remains actively involved in project management and design activities, including plan generation, coordination and design of utility routing, permitting and presentation to the various public and municipal entities from which a project requires approval. Ms. Smith also provides expert testimony in the areas of land use, stormwater management and site design.
Ms. Smith graduated from The Pennsylvania State University in December of 1993 with a Bachelor of Science degree in Civil Engineering. While at Penn State, Ms. Smith concentrated her studies in the areas of Transportation Engineering, Water Resources and Land Planning. While a student at Penn State, Ms. Smith held the positions of President of Chi Epsilon Honor Society and Vice President of the Penn State Student Chapter of the American Society of Civil Engineers.
